Overall, the house prices in most cities (New York, Tokyo, London) have been decreased between 1990 and 1995, whereas from 1996 and 2002, the trend was reversed, and the house price in only one city(Tokyo) dropped compared with the average house prices in 1989.
Turning to the details over the period from 1990 to1995, we can see that house prices in Madrid and Frankfurt increased by almost the same rate (nearly 2%). However, house cost in the rest of cities (New York, London, Tokyo) levelled off 5%, 8%, and 8% respectively compared to house cost in 1989.
On the other hand, between 1996 and 2002, house cost in Frankfurt rose slightly by roughly 1%, while that price in London soared significantly by up 10%. Interestingly, only the figure for Tokyo decreased by 5% from 1996 and 2002 compared with that of 1998. Lastly, house prices in New York and Madrid went up by 5% and a little less than 5% respectively.
