Overall, while higher education and VET had a significant number of international student commencements throughout the period, the opposite was true for schools and non-award. Notably, the most striking disparity was seen between the quantity of graduated foreign students in higher education and schools in 2019.
The number of international student commencements of higher education started at 150,000 in 2017, after which it experienced a significant rise to 175,000 in 2019, before it sharply declined and ended the period at about 140,000 graduated students. Similarly, the quantity of overseas graduated students of VET sector also underwent a dramatic increase, which rose 35,000 student commencements from 2017 to 2019 and remained the same quantity at 2020. About under 115,000 students who finished commencements in 2017, with a subsequent levelling off and a considerable final drop to under 75,000.
The similar change can be seen in the figure of non-award sector but it had significantly lower foreign students, just around under 50,000. Besides that, schools maintained the lowest figure throughout the timeline which began approximately at 5,000 and gradually decreased to the end.
