Both actual and target percentages remained stable until 2002, when there was a slight increase in the actual performance to 85%, while the target dropped to around 84.7% by the end of the period.
On the other hand, the overall percentage of complaints doubled during this time, rising from over 60% in 1999 to over 120% in 2003.
