Some people believe that it is necessary to force citizens to take responsible for protecting and maitaining the environment where they located. From my perspective, I totally support this viewpoint for several reasons.
First, the enforcement of regulations issued by the government can help the environment to be protected in a more effective way. Bringing compulsory regulation into effect can force people to follow the general policy of protecting environment. And by imposing some sanctions, the government can enhance the awareness of people in environment problems and all negative consequences when they do not obey the rules of protecting environment. This can attribute to the spirit of people on taking care of environment, and help people to take more actions.
Second, this regulations can foster the habit of preserving the enviroment outside people’s own residental place. By forcing people to take care of the enviroment around their location, this enforcement can translate the enviromental protected action to people’s daily routines. Following that, when people travel to the other places, they can repeat this kind of actions without intentions since they are used to it. For example, individuals who usually collect rubbish and throw them into recycle bins will do the same thing when go on vacation in other sites.
Third, when responsibilities of preserving environment of a location are shared to its residents, the local authorities can save budget for other purposes. In this occasion, people will contribute money together because it is their compulsory obligations, so that the government may not need to spend their budget to maintain the environment. Furthermore, when the environment is protected in a more effective way due to the join of a myriad of people, the government may not need to invest in alleviating detrimental consequences of polluted environment. Therefore, they can choose to spend money to facilitate others policies such as education and healthcare.
To sum up, due to benefits to the environment and to the state budget in general, it is essential for the government to pursue the policy of making people to preserving the environment.
