Overall, overseas students in Japan had grown constantly throughout the period and most of them were privately-financed. It is also evident that Asians constituted the majority of foreign undergraduates in 2003.

Over 18 years, foreigners learning in Japan surged from 15000 to around 109500 and this was mainly contributed by self-funded students, who rose significantly from approximately 12000 in 1985 to more than 98000 in 2003.
