The graph gives us information about the amount of money given by the city council and the number of book club members over the four years.
The donations given by the city council to the book clubs fluctuated over the years. In year 1, the city council donated $20,000 and the amount of these donations increased slightly to about $23,000 in year 2. Between year 2 and year 3, it rose sharply to $40,000, before dropping to $35,000 in the final year.
On the other hand, the number of book club members decreased from 6000 in year 1 to 5000 in year 2. After the second year, their numbers rose consistently to 12,000 during the third year and reached a peak of 13,000 in the last year.
Overall, it is clear that there was a fluctuation in council donations to book clubs. However, the number of book club members experienced an upward trend, except in the first and second years. Despite the increase in the amount of money given by the city council during these 2 years, the book club members did not follow the tendency.
