From 2004 to 2008, it saw a quick growth to about 27%, followed by a reduction to around 24% in 2008. In terms of men, in the first 2 years of the period, the rate was the second highest among 3 categories, which was nearly double the percentage of children. There was an sharp upward trend to approximately 28% until 2006. The proportion experienced a plateau before declining to about 26% for the rest of the period.
