Overall, the budget of education and road constructions were exploited while the spending of health experienced an upward trend during the period.

In 2000, the primary expenditure was education, which increased from 5% to 7% before 2005, then it declined continually and hitting the lowest point at 3.9% by 2025. In contrast, in road constructions, showing a opposite trend to education. Only 4.1% GDP was spent on roads and railways, following by 2005 it dropped to 3.1%. However, the expenditure of road constructions fluctuated between from 2005 to 2025, which increased from 3.1% to 4.8% by 2015 then decreased to 3.9% by 2025.

On the other hand, the GDP spending in healthcare was the only section which rose consistently throughout the period, at 4.1% at the beginning and becoming the major expenditure at the end (7.1%).
