It is true that states are endeavouring to mitigate traffic congestion by imposing tax during rush hours. While there are some downsides of extra taxing, I believe the benefits can outweigh the demerits.
There are a number of benefits of imposing congestion tax. One possible benefit is that countries economy will be boosted from the tax. As a result government will get the opportunity to allocate fund to solve these problems. Another benefit is that a number of privet transports will decrease gradually. In other words, they will move to public transport in order to commute long distance due to the extra tax during congestion. As a consequence, traffic congestion will be mitigated. Finally, if drivers have to pay extra cost for traffic cogestion, they will try to invent alternative way to overcome this problem that will reduce the pressure on governments. Thus, they can focus on other pressing issue.
Despite the above arguments, it cannot be denied that there are also some downsides of imposing extra tax. Firstly, it will put pressure on poor people, who find it difficult to afford everyday cost from their earning. For instance, some underdeveloped countries drivers earning is limited due to fuel cost. In this situations, if they have to pay additional tax for traffic congestion, it will be impossible for them to lead a normal life. Secondly, government need to improve road infrastructure and include skilled traffic police to solve this problem instead of imposing tax which is unfair with the drivers.
To conclude, although there are some drawbacks of congestion tax during rush hours, I would argue that it has far more benefits.
